There are many food bank programs and just a few links may be added or posted here but they refer to many different programs. 

Sacramento Food Bank & Family Services partners with more than 120 agencies and has a lot of useful information including a search function to find the programs near you.  You can specify an address and specify how many miles of radius to search. They have drive-through food distributions, neighborhood distributions, utility assistance, diapers and several other programs.
